The building is part of a network of centers that serve different regions, decentralizing the functions of the Diputación de Badajoz, given the size of the province. Thus, a series of endowments linked to fostering entrepreneurship approaches the rural centers. With a specific program, the building generates a sense of identity in an area that lacks it.

The project works within a fragmented urban grain and archaeological remains to create a Civic Precinct and a coherent vision for the Public Realm. A pedestrian route connects the market to the principle institutions of the town including the newly refurbished Courthouse while Offices establish an urban edge to the town and a civic façade to the county.

The massing strategy creates urban integration through fragmentation. The Palace of Justice follows a similar strategy to the spontaneous growth process of medieval cities resulting in a volume which is carefully sculpted to adapt to the surrounding context.

Reading on the treetops: The library is placed in a park on the border of a wide avenue that covers the railway network in continuity with the park, visually linked to the large trees.
