The mixed-use parking’s first stake is to ensure the access to the island by different means of transport. It acts like a multimodal platform who concentrates all the flows to redistribute them according to the needs. The second stake is to handle the parking on the island. The last goal is to galvanise the quay where the project is built.
The mixed-use parking is on the center of the quay, on the East river, facing the popular neighborhood of Empalot. It is on the south of an important stone bridge, named « Pierre Coubertin ». This infrastructure separates the flows between walkers, bikers and car drivers. Cut in two parts by the tramway, it has two car ways on its south side while there are a large sidewalk and a bicycle path on its North part. The only car access is made possible by a ramp who crosses the parking to reach the island. The walking access to the island is assured by an helicoidal ramp, on the other side of the bridge, in front of the building. The ramp is also a parking for bicycles. Inside the project, the vertical circulation for walkers is assured by four circulation blocs, one on each façade, while the vertical circulation for the cars is made by a double helicoidal ramp, in the heart of the building. The project is organized into three parts: -The basement which permits to reach the island, -The body of the building which mixes parking and offices, -The attic involved in the social activity of the quay. The basement is composed by the ramp which permits to reach the island and by the entrance of the parking. We can find there the concierge lodge with a service place, and the part of the program attached to the stadium, a football shop. Finally, there is a market under the stone bridge, developing itself on three levels around the walker’s path. The body of the building extends itself on six levels where parking and offices are nested. This interconnection, readable in plan is also present on the façades where we can see how the services turn around the heart of the building. The plan is doing a ninety degrees’ rotation on each level of the building. The central ramp follows this rotation to reach the final level. The attic is composed by two large restauration places, linked with the market, and two terraces. Each restauration space is shared by three different restaurants. The goal of this mixed-use parking is to answer the three different scales it has to face: the city, the island and the quay. Which is why the programs are mixed in scales, uses and space.
